As a Comprehensive Cancer Program Manager within the Division of Medical-Clinical Services, Chronic Disease Section at the Georgia Department of Public Health, you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.
This is a grant-funded position.
As directed, leads, organizes and supports various chronic disease prevention groups to work collaboratively in an organized way to achieve reductions in the burden of chronic disease and cancer in Georgia. The Comprehensive Cancer Program Manager works collaboratively to achieve reductions in the burden of chronic disease and cancer in Georgia. Responsible for serving as the key subject matter expert for the Section on cancer prevention and control, policy and environmental approaches, and providing ongoing programmatic oversight and technical support of cancer programs. Provides state-level leadership for these programs through the promotion of evidence-based prevention programming and best and promising practices. Ensures stakeholder engagement in carrying out programs. Evaluates programs for compliance with state and/or federal guidelines.
Job Responsibilities
Essential Duties/Responsibilities:
Management
- As directed, leads, organizes, and oversees the work performed by the program staff with responsibility to manage each of the programs in this unit. Assesses staff productivity. Reviews staff performance and addresses employee relations issues.
- Interviews, hires, directs, trains, and evaluates the performance of, and when necessary, disciplines and discharges employees.
- Provides day-to-day budgetary and administrative oversight for activities of these grant-funded programs from the Centers for Disease Control and Prevention. Seeks out other related grant funding as appropriate.
- Ensures staff training and compliance with patient privacy requirements of the Health Insurance Portability and Accountability Act (HIPAA).
- Conducts or participates in the development, review, revision, interpretation and/or implementation of policies, procedures, standards, and guidelines.
- Participates in the planning, coordination, development, and implementation of long-range goals and objectives.
Programmatic
- Serves as the Cancer Prevention and Control Subject Matter Expert, establishes and carries out goals, plans, and objectives for the effective administration of cancer. Ensures a strategic approach to cancer prevention and control within Georgia.
- Maintains core partnerships with other state departments, including Chronic Disease Prevention, Tobacco Use Prevention, Community Health Worker program, Breast and Cervical Cancer Program, Georgia Cancer Registry, and Cancer State Aid.
- Builds and maintains key strategic external relationships with a wide range of cancer prevention and control stakeholders to advance comprehensive cancer related efforts for chronic disease prevention, detection and self-management.
- Provides subject matter expertise related to comprehensive cancer, as well as evidence- based interventions that can address prevention, screening and cancer survivorship.
- Works with statewide partners to infuse and operationalize health equity within Georgia’s Comprehensive Cancer Control Plan.
- Establishes and carries out goals, plans, and objectives for the effective administration of health equity and policy, systems, and environmental change approaches.
- Responsible for all aspects of grant requirements that help support the programs. Assists in the creation of program budgets and monitors expenditures.
- Serves as the section’s main contact with partners on CDC-funded and Department driven cancer prevention and control efforts.
- Represents the Section and Department in meetings with external stakeholders on collaborative cancer prevention and control efforts.
- Active participant in the development and implementation of workplans related to comprehensive cancer related endeavors.
- Maintains professional competence by attending and participation in activities that increase knowledge and skills associated with cancer prevention and control; health systems changes; policy, systems and environmental approaches, and health equity.
- Seeks input and engages others to create a positive and team-based environment that contributes to overall chronic disease prevention efforts for the State of Georgia.
- Uses data to facilitate program planning and evaluation.
- Develops written reports and assessments.
- Maintains ongoing communication with contractors and assigned CDC Project Officer.
Minimum Qualifications:
Bachelor's degree in a related field from an accredited college or university AND Three years experience managing professional level staff,
OR
Seven years of related professional experience AND Three years managing at the level equivalent to area of assignment,
OR
Three years of experience at the lower level (GSM010) or position equivalent.
Note: A combination of education and experience at agency discretion.
Preferred Qualifications:
- Master of Public Health degree or other applicable field of study.
- Experience developing and implementing program guidelines and structures to achieve goals.
- Knowledge of health equity frameworks and approaches.
- Demonstrated knowledge of tools and approaches to creating policy, systems and environmental change around cancer prevention and control.
- Demonstrate knowledge of operationalizing health equity strategies.
