STAFF AIR POLLUTION SPECIALIST
This position can be located in Sacramento or Riverside County.

The development and implementation of Climate Heat Impact Response Program (CHIRP) to address emissions mitigation and reduce exposure during grid warnings and emergencies from extreme heat events is a new addition to CARB’s Incentives and Technology Advancement Branch (ITAB) where there is a Staff Air Pollution Specialist (SAPS) opening for a motivated staff person in the Incentives Development Section (IDS). ITAB within the Mobile Source Control Division (MSCD) is responsible for the implementation and development of the Carl Moyer Memorial Air Quality Standards Attainment Program (Moyer Program). The Moyer Program provides incentive grants that equitably supports the deployment of vehicles and equipment such as on-road vehicles, off-road equipment, marine vessels, lawn and garden equipment, locomotives, and infrastructure. As the regulatory, technological, and incentive landscape evolve, the Moyer Program continues to adapt further accelerating deployment of zero-emission technology statewide providing new opportunities for communities disproportionality impacted by air pollution. IDS is responsible for the development and implementation of on-road incentives such as but not limited to trucks, buses, solid waste collection vehicles, light-duty vehicles, and emergency vehicles.
Under the supervision of an Air Resources Supervisor I, the SAPS is responsible for independently leading cross-branch project teams in conducting in-house technical analysis, as well as assessing and developing supporting policies that promote zero-emission technologies with minimal supervision. The selected candidate will lead the development and implementation of CHIRP in conjunction with other state agencies, local air districts and other affected stakeholders.
The SAPS must have strong communication skills, with an ability to speak and write effectively using direct, concise, and nontechnical language, and must be able to interact diplomatically with a wide range of interested parties and collaborators. The candidate should be comfortable making presentations and communicating to nontechnical persons. The candidate must also be adaptable to a rapidly changing policy and political environment and be comfortable with a flexible and highly collaborative management structure based on cross-branch project teams. The candidate must be committed to working closely with other CARB staff, government agencies including air districts, advocates, and other interested parties. The SAPS assigned work requires the development of broad policy proposals with immediate and long-range impact. In this role, the successful candidate will present program information and recommendations in a clear and concise manner to CARB management and executives, other state agencies, air districts, businesses, and communities. The SAPS must be able to communicate effectively and diplomatically in written and verbal presentations using direct, concise, and easy-to-understand language to a wide range of audiences including internal staff, other state agencies, and the public through reports, correspondence, meetings, and workgroups.
The ideal SAPS must be organized and possess well-developed project management skills allowing them to complete both short and long-term tasks that will often involve completing critical assignments under tight and competing deadlines while consistently delivering high-quality work products. Developing strong working relationships within CARB, and with state agencies, advocates, and industries is a key element for this position. The position requires knowledge of climate mitigation strategies and climate policy; CARB's incentive portfolio; data analysis skills; excellent communication skills; and a passion for advancing climate and equity goals.

Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
