Advanced Freight Regulatory Lead

This position can be located in Sacramento or Riverside Country.

The Freight Operations Section, in the Transportation and Toxics Division of CARB, has an immediate opportunity for a dynamic Staff Air Pollution Specialist (SAPS) to develop and lead critical advanced freight equipment and innovation programs.

The Branch is focused on supporting California’s sustainable freight initiatives, which is charged with identifying and developing opportunities for CARB to accelerate the use of zero and near-zero emission technologies used in the freight system. This position will play a key role in the ongoing development and implementation of CARB’s sustainable freight initiatives and implementation tracking programs. This includes leading the development of regulations that will accelerate the deployment of cleaner freight equipment, providing technical assistance on the development and deployment of zero and near-zero emission technologies at large freight facilities, providing guidance on the development of compliance tracking mechanisms, and providing input and guidance to CARB staff that are coordinating and planning the development of infrastructure needed for the accelerated deployment of zero-emission vehicles and equipment.

The SAPS will lead internal and external teams on freight transport issues, which include: convening meetings with Original Equipment Manufacturers and other technology providers; interacting with stakeholders to engage on activities related to environmental justice issues; applying an understanding of freight applicability within Senate Bill 350; leading the development of policy petitions to the federal government to advance the objective of reducing localized health impacts from freight transport-related operations; building and applying an understanding of new advanced technologies across all freight sectors; preparing and presenting comprehensive reports; working with other CARB and freight sector experts to evaluate technology proposals; representing CARB in public forums; preparing and presenting freight transport issues and policies to CARB management and stakeholders; and supporting the development of strategies, regulations, and other initiatives to reduce freight movement emissions.

To ensure Board-wide coordination and communication, this position is expected to collaborate across divisions and be familiar with CARB’s major programs and actively work to connect project assignments to CARB’s broader objectives to reduce emissions of air toxics, criteria pollutants, and greenhouse gases.  The SAPS will participate in high-profile meetings with Administration officials, legislative staff, local governments, and represent CARB at forums and workshops.

Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Travel may be required for site visits, meetings with stakeholders, and conferences related to the tasks above.
