Public Service Administrator

Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to supervise and monitor the Healthcare Worker Background Check process including the healthcare worker waiver process. Serves as a working supervisor.

Job Responsibilities

1.  Manages and evaluates the maintenance and updating of the Health Care Worker Registry Program, including the testing, evaluating, training, and administrative findings.
• Coordinates and reviews the results of background checks completed on health care and direct access workers and makes determinations of disqualifying offenses based upon the Health Care Worker Background Check Act.
• Assists in the management of that program and acts as the administrator of that program in the absence of the Division Chief.

 

2.  Serves as working supervisor.
• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off
• Prepares and signs performance evaluations

 

3.  Develops, implements, and maintains policies and procedures pertaining to the Health Care Worker Registry.
• Compiles reports and assists in the preparation of budgets for the Division.
• Oversees research of missing dispositions indicated on the background checks.
• Communicates with the waiver committee and reviews recommendations.
• Directs tracking of waiver requests, and their approval/denial.
• Prepares reports and statistical analysis of the program.

 

4.  Represents the supervisor through routine oral and written contact with other governmental offices, long-term care providers, nurse aide training programs, businesses, and the general public.
• Responds to oral inquiries via the Registry call lines.
• Assists in the development of programs, databases, and spreadsheets to be used by the SPSA in development of Unit budgets.
• Assists in the development of tracking systems and turnaround measures for the Registry.
• Responds to written inquiries through letters or email.
• Responds to oral inquiries through the Registry call line.

 

5.  Expedites coordination with the Information Technology Division to enable the data development process for the Background Check.
• Responsible for assisting in the trouble shooting of the database applications; the maintenance of interfaces with the Nurse Aide Training Programs and the Southern Illinois University Nurse Aide Training databases.
• Coordinates and interfaces between the Department’s system and the Illinois State Police system, Federal Bureau of Investigations and the National databases.

 

6.  Performs other duties as required or assigned which are reasonably with the scope of those duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two years experience working with the Health Care Worker Background Check Act (225 ILCS 46) and the Health Care Worker Background Check Code (77 Ill. Adm. Code 955), relating to the Health Care Worker waiver process.
  • Two years experience working with the Nursing Home Care Act (210 ILCS 45), MC/DD Act (210 ILCS 46), ID/DD Community Care Act (210 ILCS 47), and the Illinois Uniform Conviction Act (20 ILCS 2635).
  • Ability to exercise judgement and discretion in developing, implementing, and interpreting policies and procedures.
  • One year experience preparing complex written & oral reports.
  • One year experience exercising independent judgment as a working supervisor.
  • One year experience in collaborating with other programs/committees.
  • One year work experience in Microsoft Word, processing, and spreadsheet applications (i.e., Microsoft Word, Microsoft Outlook, Excel PowerPoint).
