Statistical Research Specialist III

Position Overview

The Illinois Department of Public Health is seeking a motivated individual to serve as eCR Specialist. Conduct Quality Assurance/Quality Control (QA/QC) on data received via electronic case reporting (eCR) as the program grows through interim solutions to a long-term approach for data receipt and consumption. Conduct data analyses to identify healthcare providers and organizations not reporting in compliance with standards (e.g., LOINC codes, SNOMED codes, the inclusion of demographic information), and work with the AIMS team and healthcare providers to gain compliance. Independently analyze incoming eICR report data, extracts of eICR report data, and develop data dashboards to conduct quality assurance and identify reporting exceptions.

Job Responsibilities

1.  Independently analyzes incoming eICR report data, extracts eICR report data, and develops data dashboards to conduct quality assurance and to identify reporting exceptions (e.g. issues with eICR message content or structure, comparisons between original eICR message and what appears in I-NEDSS, etc.).

 

2.  Conducts Quality Assurance/Quality Control (QA/QC) on data received via electronic case reporting (eCR) as the program grows through interim solutions to a long-term approach for data receipt and consumption.

 

3.  Conducts data analyses to identify healthcare providers and organizations not reporting in compliance with standards (e.g., LOINC codes, SNOMED codes, the inclusion of demographic information), and work with the AIMS team and healthcare providers to gain compliance.

 

4.  Develops data quality assessment tools, protocols, and resources and train other team members on how to utilize these tools.

 

5.  Serves as working supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Prepares and signs performance evaluations

 

6.  Documents and communicates identified issues succinctly and in a timely fashion, escalating issues affecting test and/or case counts.

 

7.  Produces data visualizations and written and oral reports based on data from potentially separate data resources such as the eICR Repository, I-NEDSS, HTML, and flat files of eICR and ePR data.

 

8.  Establishes and maintains reliable, efficient, and effective methods for communicating with involved partners via telephone and email.

 

9.  Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in statistics, computer science, mathematics, economics and related fields.
  2. Requires two years of progressively responsible experience in the development and application of research designs and statistical methods and techniques.

Preferred Qualifications

  1. One year experience working with an electronic public health surveillance system.
  2. Two years’ experience using SAS, R, Stata, Python or similar for data analysis.
  3. Two years of experience utilizing Business Objects, Tableau, PowerBI or similar to create reports and visualizations.
  4. A master’s degree in public health with a concentration in informatics, epidemiology or biostatistics.
  5. One year of experience working in HL7 standards.
